The people who live abroad nation having valid visa are comes under legal immigrants and in other hand people who live abroad nation having expired visa are comes under illegal Immigrants. Many countries are suffer from this issue examples- USA, India, South Korea, Russia etc.                                         If any country have open borders then there is no issue of illegal Immigrants for them. Anybody can migrate to that country and live there is considered as legal immigrants.
